Hi,
is it possible to add a license agreement as per selected installation language as required by European law? So if user selects French, they get the French EULA, if they select German, they get the German one, aso.

Yes, it's possible.
The field 'License Agreement' (page Interface / Main) supports multi language text (ability to show separate license file / URL for each language). Example:
D:\LicenseEng.txt#German[D:\LicenseDe.txt]French[D:\LicenseFr.txt]
