Program Group Not Being Created

I've packaged an application and tested the install on 4 different Windows 7 machines. The app installed on all machines OK. I've sent it to 2 clients who are running Windows 7 with Admin privileges and the program group is not being installed on their Start button. Any ideas?

Make sure you added shortcuts in the <ProgramGroup> on the System->Shortcuts tab.
